Lynton Norris
Principal
Lynton has a background in the public sector, focussed on developing and implementing policy initiatives and operational reforms in complex areas of public policy. His past roles include Deputy Director-General in ACT Health; CEO of the Commonwealth’s National Health Funding Body; and Director Budget Management and Funding in the Victorian Department of Health.
Combining expert financial acumen and understanding of data and analytics, Lynton applies his extensive policy design and reform experience at Board and Executive levels to help organisations achieve desired strategic, commercial and operational objectives.
Lynton has successfully led national reforms and integrity/performance reviews; evaluated investment models and frameworks; and developed policies and procedures.

Adrian qualified as an actuary in both Australia and the UK, and has extensive experience within the general insurance, reinsurance and corporate finance industries in Australia, the UK, and Switzerland.
Adrian has over 25 years’ experience, including seven years as the Chief Actuary of a global insurance and reinsurance group where he was responsible for the pricing, reserving, and capital adequacy functions as well as providing significant input into underwriting and business strategy.
He has been the Managing Director of PFS Consulting since early 2020 after 8 years as a Principal.

Beatrice (Bea) Mendoza
Actuarial Analyst
Bea graduated from Ateneo de Manila University (Philippines) in 2017 with a BSc in Management before completing her master’s degree in actuarial practice from Macquarie University (Australia) last 2023.
She joined PFS as an actuarial analyst in January 2024, working towards an associateship with the Actuaries Institute of Australia. Bea has prior work experience in business and managerial finance in the Philippines. Prior to joining PFS, she also worked for an Australian superannuation firm.
Her current role includes areas of general insurance, healthcare, and valuation. She enjoys using actuarial techniques to "read between the lines," analyse complex situations, and solve business problems.

Data analysis to support ICAHPA innovation funding and operational improvement
PFS joined very large anonymised patient data sets with a range of financial and practice information. This was used to analyse and inform the optimization of practice and forecast future outcomes to support an IHACPA innovation funding submission.
Data analysis to support growth and ICAHPA innovation funding
PFS Consulting conducted a comprehensive Performance, Impact, and Effectiveness Review of a hospital Emergency Department Musculoskeletal Diversion Pathway. Combining empirical data analysis with extensive stakeholder engagement, we evaluated the initiative’s cost-effectiveness, sustainability, and scalability. Through rigorous actuarial and quantitative analysis, we established control groups, developed patient throughput forecasts, and assessed system-wide benefits. Our evidence-based business case demonstrated the pathway’s effectiveness and provided recommendations for expanding the program as an innovative model of care under the National Health Reform Agreement.
Actuarial support for health insurer
PFS provided pricing and reserving support for an Australian Private Health Insurer (PHI) for a period of over 12 months.
Review of Risk Management Framework for a Private Health Insurer
PFS undertook a review of the risk appetite statement (RAS), risk management framework (RMF) and risk management strategy (RMS) for a large health insurer as required under APRA’s prudential risk requirements.
